Reference and Research Library Resources Councils Charts and Funding Factors
The 3Rs Aid workbook contains three worksheets showing annual funding appropriations included in Education Law §273. The worksheets include key factors used in the funding formulas, such as the population, square miles, number of hospital beds, number of hospitals, number of teaching hospitals, and the number of other libraries. Appropriation columns are color-coded for easy identification.
- Reference and Research Library Resources Systems (3Rs) Totals, located on the Totals worksheet, contains all the aid appropriations in one sheet. The worksheet includes data in columns A-F.
- Basic and Supplemental Aid, located on the Basic and Supplemental Aid worksheet, includes aid appropriations that go to 3Rs systems. Data is included in columns A-E.
- Hospital Library Services Program (HLSP) and Medical Information Services Program (MISP), located on the HLSP and MISP worksheet, includes relevant formula factor information with data included in columns A-H including aid appropriations to 3Rs systems for both aid programs.
Coordinated Collection Development (CCDA) is included in the CCDA workbook with two worksheets. The appropriation columns are color-coded for easy identification.
- The colleges receiving appropriations are organized in alphabetical order in the CCDA A-Z worksheet. It includes the name of the college in column A, the full-time equivalent student total in column B, and the total appropriation in column C.
- The CCDA by 3R worksheet includes the same information as the CCDA A-Z worksheet but is organized by 3Rs system. This worksheet includes the name of the college in column A, the name of each 3R in column B, the full-time equivalent student total in column C, and the total appropriation in column D. The total for each of the 3Rs is included in this worksheet with “no data” in column A.
Funding Formula Factors Outlined in Education Law
Basic Aid Appropriation
Education Law 273(4)(a)(1)(i) appropriates $270,000 plus $1.50 per square mile of the system’s service area, and $0.06, per capita of the population of the system’s service area. In addition, Education Law 273(4)(a)(1)(ii) appropriates $200,000 plus $0.02 per capita of the population of the system’s service area.
Hospital Library Services
Education law 273(4)(c) authorizes the commissioner to expend up to $1,396,000 to reference and research library resources systems for services to member hospital libraries in not-for-profit hospitals or to member libraries serving hospitals. The grants are for the support of member hospital libraries or member libraries serving hospitals to integrate into existing library service networks. This aid is apportioned by 75 cents per square mile and $4,000 per hospital, with the remaining balance apportioned by ratio based on the number of hospital beds.
Medical Information Services Program
Education Law 273(4)(b) authorizes the commissioner to expend up to $506,000 for reference and research library resources systems to provide formula grants to libraries and library systems. The grants will assist libraries in providing access to accurate medical and health information. This aid is apportioned by ratio based on the weighted number of hospital, teaching hospitals, and other library members per system.
Supplemental Operating Aid Appropriation
Outlined in Education Law 273(11)(b), each reference and research library resources system receives $39,000 and an additional amount that’s equal to 10.94% of the amount of their statutory Basic Aid amount.
Coordinated Collection Development Aid
Education Law 273(5)(b) outlines formula factors for the support of coordinated collection development programs at public and nonprofit independent colleges and universities. Libraries may be eligible for $4,400 each and $1.04 for each full-time equivalent student.
