About State Aid Charts
In addition to providing statewide leadership and advisory services, Library Development staff administer over $100 million in State and Federal aid for library services and programs. State Aid Charts are organized by system type: Public Library Systems, Reference and Research Library Resource Councils, and School Library Systems, with an additional breakdown of Conservation/Preservation aid and aid to Indian libraries. State aid charts are available as Excel workbooks complete with formula factor and appropriation data. An Overview of Funding Formula Factors in Education Law is also available with information for each of the formula factors outlined by system and type of aid.
2026-2027 Fiscal Year
The New York State Library prepared these Library Aid Charts in order to project estimated aid payments for FY 2026-2027 state aid for libraries based on Legislative Action as of May 28th, 2026. Library aid is allocated based on formulas in Education Law. Chapter 56 of the Laws of 2026 includes special language provisions so that each library aid recipient or program is funded based on statutory formulas in Education Law with an additional one-time hold harmless provision back to 2001-2002, prior to the application of an across-the-board reduction, if necessary, to reach the appropriation level. In addition, some aid formulas include per capita or per student factors. Therefore, the amounts for 2026-2027 may vary from what would be anticipated based on prior years.
Summary Aid Charts
The 2026-2027 Summary Aid Chart provides a brief outline of the appropriation for the year by library system and aid type. Included in the document is the Public Library Services Aid Total, Total Reference and Research Library Resources Systems Aid, Total School Library Systems Aid, Total New York Public Library Aid, Total Other Aid, and the total of all aid appropriations combined.
The 2026-2027 Library Aid Charts include the following:
- Chapter 50 of the Laws of 2026: $350,000 in State Operations funds to the State University of New York for the four SUNY Centers for the Conservation/Preservation Statutory Formula Aid allocation (Education Law 273(7)(a)).
- Chapter 53 of the Laws of 2026: $106,395,000 in Local Assistance funds to the State Education Department for statutory library aid programs for FY 2026-2027.
The 2026-2027 Library Aid Charts do not include the following:
- Chapter 50 of the Laws of 2026:
- $1,000,000 in State Operations funds to the State Education Department for the New York State Library Talking Book and Braille Library and the State Library's Conservation/Preservation Statutory Formula Aid allocation.
- $3,000,000 in State Operations funds to the State Education Department for services and expenses of the New York online virtual electron library (NOVEL-NY).
- Chapter 54 of the Laws of 2026: $44 million in Capital funds to the State Education Department for State Aid for Library Construction for FY 2025-2026.
- Chapter 53 of the Laws of 2026:
- $625,000 in Local Assistance funds to The New York Public Library for the Schomburg Center for Research in Black Culture and $332,500 to the Queens Borough Public Library for the Langston Hughes Community Library and Cultural Center.
- $100,000 in Local Assistance funds for the Brooklyn Public Library Center for Brooklyn History.
- $250,000 in Special Revenue funds (Love Your Library) to the State Education Department for services and expenses of the statewide summer reading program.
