RAC advises the Regents regarding Library policy, works with the officers of the State Education Department in developing comprehensive statewide library and information policy and makes recommendations to the Regents concerning the implementation of the program.

The Council is comprised of fifteen members from a range of library types across the state. Members serve five-year terms and annually elect a Chairperson and a Vice-Chairperson to preside over meetings and committees.
