Biographical Sketch

Dr. James Edward Allen worked for the New York State Education Department for twenty-two years, serving in a number of executive positions.

Dr. Allen was born in Elkins, West Virginia and received his B.A. from Davis and Elkins College in 1932. He studied economics and public finance at Princeton University and in 1942 received a masters degree in education from Harvard University and in 1945 earned a Ph.D, also in education. He began his professional career in the West Virginia State Education Office and was engaged in educational research at both Princeton and Harvard. From 1945 to 1947 Dr. Allen was an assistant professor of education at Syracuse University.

In 1947 Dr. Allen joined the N.Y.S. Education Department and in 1950 was appointed Deputy State Commissioner of Education. Five years later he was appointed Commissioner of Education and President of the University of the State of New York and he held this position for fourteen years serving until February 1969 when he was appointed Assistant Secretary for Education in the United State Department of Health, Education and Welfare and U.S. Commissioner of Education. He served at this post briefly, resigning in June 1970 when it became clear he could no longer work with the Nixon administration because of strong disagreements over education policy and other issues. In October 1970 Dr. Allen joined the faculty of the Woodrow Wilson School of Public and International Affairs at Princeton University and remained there until his untimely death on October 18, 1971.

Throughout his career Dr. Allen emphasized desegregating schools and literacy programs and was an expert in educational finance and fiscal policy. He holds more than twenty-five honorary degrees and has been honored by many state and national organizations and societies. He has written widely for various journals, magazines and newspapers.

Scope and Content Note

Dr. Allen's personal papers predominantly include articles and speeches made while Commissioner of Education of the State of New York and as U.S. Commissioner of Education. Also included are personal and professional correspondence and other materials from his time in the Woodrow Wilson School of Public Affairs at Princeton. Dr. Allen served as a consultant on education for projects in the states of New Jersey and Massachusetts and his related findings are also found in the collection. His honorary degrees and other memorabilia are included.

The original order of this collection was a combination of chronological order and subject headings that corresponded to the position Dr. Allen held at the time the record was created and this arrangement has been maintained. Materials from the his final year of life, 1970, were less organized and a filing arrangement for these items had to be created. Original folder headings were used whenever possible. The original order has been maintained where applicable and most sub-series are organized in chronological order.

Dr. Allen was a prolific speaker and the bulk of this collection is typewritten copies of speeches he gave while in office. Many of the speeches, articles, and reports relate to ending de facto segregation of schools and using bussing to integrate public schools, particularly in New York City. Ending segregation was an important issue while he was commissioner of education in New York and this carried over into his role as U.S. Commissioner of Education. Most of the materials in the collection from that position relate to the Right to Read program Dr. Allen implemented before he left that office. Committee reports and proposal papers make up the second largest component of the collection and they appear in a sub-series related to the public office Dr. Allen held.

Series Description

Series 1: Speeches, 1955-1971.

Boxes 1-2

The majority of these speeches are from the time Dr. Allen was Commissioner of Education for New York State, although some addresses do appear from 1970-1971. They cover a wide variety of topics in the field of education on the state and federal level. The majority of the speeches are photocopies of typewritten manuscripts while others are carbon copies. Some speeches have penciled notes in the margins and a few are hand-written.

Series 2: Woodrow Wilson School Activities, 1970-1971.

Box 2

Dr. Allen was a lecturer at Princeton following his dismissal as U.S. Commissioner of Education and was chairman of "Exploratory Program in Educational and Public Affairs". The majority of this series is made up of course syllabuses and materials related to education administration research and implementation of the new exploratory program. Financial records and educational policy department activities are also in this series.

Series 3: U.S. Office of Education Activities, 1969-1970.

This series includes committee reports and summaries along with drafts, policy reports, and other briefing documents. Memorandums, correspondence and public statements and specific information related to the Right to Read program and Dr. Allen's efforts to end de facto segregation in American schools.

Series 4: New York State Office of Education Activities, 1955-1969.

Box 4; Box 7, Folders 6-8; Box 8, Folders 3-5

Official reports, press releases to and from the office, drafts of reports and official correspondence to and from Commissioner Allen. Court materials and other statements regarding integration are also included.

Series 5: Personal Correspondence.

Box 4

Personal letters to and from Dr. Allen, not in his capacity as Commissioner of Education. Includes one letter from an unidentified individual to his daughter Judy following the Commissioner's death. Most letters are outgoing carbon copies with relevant materials attached.

Series 6: Consulting Activities.

Boxes 4-5

Working drafts and proposals submitted to Dr Allen for his review as well as recommendations made by him and materials used for his reference. Projects include the New Jersey Right to Read plan and the Massachusetts External Degree Program. Most of this series consists of reference materials supplied to Dr. Allen regarding external degree programs and open campuses.

Series 7: Miscellaneous Materials on Topics of Interest to Dr. Allen.

Box 5

Reports, articles and statements primarily made by others but kept for reference by Dr. Allen. One topic is student unrest on campuses in the late 1960s.

Series 8: Drafts and Reports.

Box 5

Proposal papers, confidential drafts and committee reports kept on file by Dr. Allen. Most are from colleagues asking for Dr. Allen's opinion or proposals from committees on which Dr. Allen was a member.

Series 9: Publications with Articles by or about Dr. Allen, 1955-1971.

Box 6

The majority of the articles are interviews with him following his nomination to the post of U.S. Commissioner of Education.

Series 10: Awards, Honorary Degrees, Program Announcements and Other Memorabilia.

Box 6-7

Honors and citations from various universities and organizations from 1956 to 1971. Most folders include related correspondence prior to commencement exercises. Other materials include pamphlets and two scrapbooks, one from Davis and Elkin's Founders Day and the other a collection of photographs and newspaper articles about Dr. Allen's career.
