The New York State Association of City and Village Clerks (NYSACVC) was founded in 1908 by Frank L. Fonda, City Clerk of Schenectady, New York, to represent clerks serving elected officials and communities in the state of New York. The association works to improve the services provided by its members and to promote cooperation between them. It also works to provide members with educational opportunities. As a part of this effort, the association publishes educational material and holds training sessions and workshops. It is affiliated with the New York State Conference of Mayors and the International Institute of Municipal Clerks.
The records of the New York State Association of City and Village Clerks consist chiefly of meeting minutes and issues of the association's newsletter, The Bulletin. While the records as a whole span the years 1953 to 2012, most of the records date from 1982. The collection also includes handbooks, a 1987 directory of members, a copy of the association's certificate of incorporation, budgets, a pamphlet from a training event, and correspondence addressed to members regarding advertising in The Bulletin.
The minutes for the meetings of the association's executive committee cover the years 1983 to 1987 and 2003 to 2011, while minutes from the annual meetings cover the years 1985 to 1986 and 2004 to 2010. The minutes include information on the general business of the association, as well as discussions about scholarships, publications, membership reports, financial records, nominations for lifetime memberships, committee reports, and drafts of resolutions.
The association's newsletter, The Bulletin, features current events and news about the association's members as well as articles about laws and issues that have an impact on the clerks and their work. It also features news relating to the International Institute of Municipal Clerks, an affiliate of the association.
There is almost a complete run of all issues from 1982 to 2012 included with these records. The largest gap occurs about 1984-1985. There are also three scattered issues that were published prior to 1982 that have been included as well. These early examples of The Bulletin where printed in 1953, 1956, and 1966.
