William Gorham Rice was born in Albany, New York on December 23, 1856. He graduated from the Albany Academy in 1875. Shortly thereafter he was appointed by Governor Samuel B. Tilden as assistant paymaster general of the New York State National Guard. From 1883 to 1889, Rice served as secretary to Governors Grover Cleveland and David B. Hill. On February 10, 1892 Rice married Harriet Langdon Pruyn, daughter of John Van Schack Lansing Pruyn of Albany. They had one child.
Rice was an ardent supporter of civil service reform, which led to his appointment as a member of the United States Civil Service Commission in Washington, D.C. (1895 to 1898). In 1915 he became a member of the New York State Civil Service Commission, and served as its president (1919-1920 and 1931-1937). From 1922-1929 he was chairman of the Bureau of Public Personnel Administration.
Rice was considered a world-wide authority on carillons and wrote several books on the subject. He was the chief advisor on the construction and design of the carillon in the Albany City Hall.
Another special interest of Rice was Grover Cleveland. Included in the collection are his many articles and speeches on Cleveland's life and political career, as well as letters written by Cleveland.
William Gorham Rice died in 1945.
The papers of William Gorham Rice are comprised chiefly of materials relating to his research for a biography of Grover Cleveland and on carillons. Included is correspondence, research notes, copies of articles and manuscripts of publications of these subjects. The Cleveland materials include many original as well as copies and transcriptions of letters written by Grover Cleveland that have good personal and political content. In addition, these papers include 1884 presidential campaign literature and materials related to legislation authorizing the construction of underground railways in New York City.
The carillon materials relate primarily to Rice's two books on carillon music and bell towers in Belgium and the Netherlands. Also included here is material relating to the Albany (N.Y.) City Hall Carillon.
The papers also include official correspondence of the Civil Service Commission generated during Rice's term as chief officer from 1931 to 1937. Its content concerns provisions of the civil service laws, classification of job titles, examination procedures, and other legal matters. Correspondents included the governor, members of the legislature, and chief officers of state agencies, commissions, and authorities.
Correspondence includes letters between William Gorham Rice and Edgar Apgar; letters from Woodrow Wilson and Edith Balling Wilson regarding the Woodrow Wilson Foundation for World Peace, and a collection of letters from many American statesmen such as Franklin Roosevelt, Theodore Roosevelt, William Howard Taft, Herbert Hoover, Charles Evans Hughes, Alfred E. Smith, Herbert Lehman, Thomas E. Dewey, and Robert Moses.
Finally, these collection includes three boxes of magic lantern slides of carillons in the United States and Europe, the League of Nations buildings in Geneva, and scenes from the Netherlands.
