Outline and Guidelines for Developing a Free Direct Access Plan under Commissioner's Regulations §90.3

Enclosed are the outline and accompanying guidelines for use by public library systems in preparing a free direct access plan that will meet the requirements of Commissioner’s Regulations §90.3(a)-(d)(4).

I would like to thank the PULISDO team comprised of Art Weeks, Mike O’Connor and Jerry Nichols, and Maureen Read and James L. Farrell in the State Library’s Division of Library Development for their thoughtful work on these guidelines.

As noted in my January 27, 1999 letter, the timetable for submission is as follows:

By March 30, 1999 Systems will receive maps of member library chartered service areas from the State Library (see item 5, Guidelines)
By June 30, 1999 Systems will submit a progress report on the development of the plan to the State Library. This report should be in the form of a letter from the system director to the State Librarian.
By December 31, 1999 Systems will submit a completed plan to the State Library for approval. Submit one print and one electronic copy to the State Librarian's office. Copies may also be filed electronically.
By March 31, 2000 All system plan are approved by the State Library.
